Years ago I “ordered” some Teasel seeds from a gardener through Seed Savers Exchange. You don’t have to be a member, but the costs are slightly less if you are. It’s a world wide organization of regular folks who grow plants and save seeds and then offer them for basically the cost of the mailing. There is a website and you can navigate to the “Exchange” part where the current seeds are being offered. Not all seeds are offered every year. Good luck in finding seeds!
