I didn’t buy the package because I have most of the herbs and other items already. How do I find the blend ratio of the cold away for the tincture or do I just do even amounts of the 4 herbs for the tincture?

Yup. Every formula I do or ever have done is in the Formulas & Formulations Section. They’re grouped by categories.
Cold Away is in the Respiratory Formulas bunch slide #8:
Don't use herbs or combine herbs with medications or use them during lactation or pregnancy without talking with your healthcare provider.
