Can tinctures be made from dried fruit

I’m wondering if I can make a tincture out of dried fruit.  I bought some dried bilberries and would like to make a tincture with them.

It depends on how old the berries are. The more recent that they have been harvested, the more potent they would be.

I have tinctured many dried berries such as hawthorn, elder, juniper, and schisandra.  I think bilberries would turn out well.
