Since tinctures have such a long shelf life is it acceptable to combine last years Valerian tincture, as an example, and this years Valarien tincture?

I’d have no problem with that.
Don't use herbs or combine herbs with medications or use them during lactation or pregnancy without talking with your healthcare provider.
