I’ve read the small section about syrups & honey in Green’s book but everything is heated (makes sense). But I’m worried the medicine will be boiled off or otherwise destroyed from the heat.
Which medicine carrier might be best to add to hot honey – tincture, oil infusion, tea?
I don’t know how to make hard candy. Presumably one could make regular hard candy and add a tincture at the last minute so as not to “cook” the herbs. Maybe someone else can be of more help.

Don't use herbs or combine herbs with medications or use them during lactation or pregnancy without talking with your healthcare provider.
I’ve wondered about this myself. When I’ve made hard candy the temperature is just too high when you pour it to cool. If there were a way to watch the temperture as it cooled, add a tincture at the right temperture, and mix it in before it cooled too much, that would be the way to go. I think it might harden faster than it cools and that’s the problem. Unsure. If you figure it out, I’d love to hear about it.
